Even the secondary road
classification was a bone of
contention with many resi-
dents who preferred the pot-
holed, two-lane Garden
Avenue of 1979 with no side-
walks and its entrance
screened from Capilano Road
by natural vegetation.

District. engineer John
Bremner was quoted in the
media at the time telling
council that if the road was
not 38 feet wide “the munici-
pality would likely regret it in
the future.”

According to ‘Tanaka,
Garden is now classified as a
collector road and “when the
improvements went in magi-
cally became. 40 feet wide
without any consultation with
the residents.”

the Garden Avenue intersec-
tions in July 1986 blocking

Mayor Marilyn — Baker
scolded the residents for their
premature actions as council
had not yet received a consul-
tant’s study of the area.

“The OCP still wants to
study the area 10 years later.
Do you know how many stud-
ies they have already paid
for?” asks Tanaka.

Council agreed after the
1986 protest to eliminate left
turns from Capilano Road on
to Garden during rush hours.

But Tanaka says the sign
forbidding the turn was “tiny”
and placed where |‘ drivers
could not see it until already
committed to the turn,

The sign was. removed
within a week after angry
motorists protested they were
being ticketed by the police
without fair warning.

“When engineering does

to fail,” said Tanaka.

District traffic supervisor
Norm Nikkel was advised this
week by engineering manage-
ment that trucks over a gross
vehicle weight of 5,000 kilo-
grams will be prohibited from
using Garden Avenue.
