8 - Sunday, October 25, 1987 - North Shore News era Coyotes concern WV resident Dear Editor: As a resident of West Vancouver, } am concerned about the number of missing pets due to the growing population of coyotes in this neighborhood. On four occasions | have chased a pair of coyotes out of our backyard, which joins Collingwood School playground. On two of these occasions, the coyotes have been pursuing a small animal. A dog is not allowed to roam the streets of West roam OUF stieers at angal? | have contacted several local organizations with many sugpestions, and all have said, ‘‘It's something you have to Jive with.” Surely not. fam concerned not only for the pets, but equally for the safety of small children, and | suggest it is the responsibility of the municipality to capture and re- locate the coyotes away from this populated area. Cer- tainly not the poor, who were sup- posed to benefit from this and most definitely not municipalities. Under the new plan, a variety of goods used for essential municipal services, which are not now taxed, will be subject to the proposed multi-stage sales tax. Examples in- clude culverts, fire-fighting equipment, water and sewer equipment, street maintenance ‘equipment and pollution control instruments. Secondly, it is even possible to be taxed for municipal recreation services. According to the Federation of Canadian Municipalities, Mr. Wilson’s white paper proposes that municipalities be given special tax treatment and be tax exemnt on non-commercial activities. But, unlike the private sector, who: can claim credit for: the tax paid on their/ purchases, almost all municipal purchases of goods and services will be subject to the full tax. Since there will be no oppor- tunities for refund or credit for this tax, as is the case for the private sector, municipalities are stuck with millions of dollars in extra costs. These costs, of course, will be added on to municipal taxes, which is another ‘way of saying that, contrary to the statements of senior fevels of government, municipalities and ordinary tax- payers are once again given the shaft. This will not change unless and until the ordinary taxpayers give greater support to their own local government.
