Whiffen was originally denied permission to use waterfront land on Pasco Road because council was told that he did not have the necessary approvals for gov- ernment bodies and because of complaints from residents of that area that the fish farm operation would in- terfere with their lifestyles. Whiffen has the approvals -he needs: — most of which were in hand when his origi- nal application was denied -- and says with the change of location he no longer has to worry about nearby residents. What’s driving Whiffen to keep pushing for approval are his ideas on the potential for a commercial fish farm- ing operation that takes ad- vantage of natural condi- tions while allowing the op- erator contro! over the fish.
