Municipalities hear of Reform ‘REFORM Party leader Preston Manning is reaching out to municipal politicians to bring local government issues and practices to the federal stage. Said Manning in an address to the Federation of Canadian Municipalities last week, “Reformers are ready, willing and able to work with municipal leaders to advance the issues that are of greatest concern to their communities. “Reform is looking for-allics to fight for fiscal responsibility, decentralization of gov- ernment, and grassroots democratic account- ability,” he added. . Manning presented the idea of a manitesto Municipal Manifesto, which he said would be drafted prior to the next election. The planned manifesto would ask the federal gov- ermment to: @ balance its budget without off-loading costs to other levels of government: B involve municipalities in improving the delivery and funding of decentralized socia! services, including a role for municipalities in developing nation standards; Bi adopt democratic practices widely used at the municipal tevel of government, for exam- ple free votes, referendums and grassroots consultation. “Municipalities have a lot to teach federal government."
