THE 14 PARK dedication
bylaws that were on the
ballot of the recent North
Vancouver District
municipal election were
adopted. by council on Nov.
29,0

While citizen voting was over-
whelmingly in favor of all the ini-
tiatives, the results were not
binding on council.

But now. that the park dedica-
tions are approved, the only way
the land-use designation can be
changed is with the approval of
another municipal referendum,

“This is one of the means that
you cian protect that hoary
chestnut of livability in’ an in-
creasingly urban environment,"
said Coun. Paul Turner.

Coun, Janice Harris said that
most of the votes for the parks
were approximately 8,500 to 9,000
in favor to 1,200 opposed.

She described the figures as ‘‘a
clear mandate from the com-
munity’? and reminded council
“for the most part people want
these parks kept and left in their
natural state."’

Coun. Joan Gadsby opposed
several of the initiatives and said
that the voters should have been
“supplied with the dollar impact’’
so that they could make an in-
formed choice.

Coun. Jim Cuthbert suggested
that if development was deter-
mined to be in the community’s
best interest ‘100 years from
now” .then another referendum
could reverse council’s action.

But Cuthbeit said that he was
convinced that the value of the
greenbelt areas would continue to

rise precisely because they would.

remain green. .

Mayor Murray Dykeman sug-
gested the park dedication. for
Cutter Island (northeast of the
Dollarton-Upper Levels inter-
change): be deferred -pending
discussions with the Squamish

Referendum needed to change land-use designation

Creek Indian Reserve No. 2.

But Couwa, Paul
disagreed.

“The citizens of the District of
North Vancouver were presented
with a question and chose to as-
sent and now we are weighing that
vote against a letter of another
party."

Although Dykeman voted in
favor of a deferral with cour-
cillors Ernie Crist and Joan
Gadsby, when it failed to pass he
supported the Cutter Island initia-
tive to avoid the failure of a split
vole,
