A20-Sunday News, March 30, 1980 VANCOUVER (UPI) - The ; provincial government has ‘ set the 1980 basic levy for school purposes at 41.25 mills, an increase of one- quarter of a mill over 1979, Education Minister Brian Smith announced last week. In making the announce- ment at a news conference attended by teachers, school trustees, educators and municipal politicians, Smith also said the 1980 provincial share of the basic education program would be increased by one per cent to 40 per cent. The provincial share had decreased im the last five years from 48 per cent in 1975 to 39 per cent last year. “Limiting the increase in the basic levy reverses the trend of recent years that has seen the provincial share of education costs reduced and . Should result in local tax- payers paying less than they had anticipated for education,” Smith said. “We recognize the hard- ships of increasing costs for taxpayers, particularly those on fixed incomes,” he ad- ded. Smith said the education ministry will also provide $4 million to $6 million to local school districts for the education of the ap- proximately 600 severely handicapped students, and $1.7 million for English- language training for refugees. The increase in provincial funding for the severely handicapped will be provided through a new support program in which the ministry assumes costs beyond the regular program. “A district will have only to pay the local per pupil share for the basic educational program,” Smith aid. “The provincial government will meet the additional educational costs to ensure that children in recognized provincial programs for severely handi- capped students are provided for.” . The education minister said the $1.7 million allotment for English- language training for refugees will cover the entire costs borne by the particular municipality over and above its regular language-training costs. , “The funding will provide total relief to districts which are running special English language classes’ for refugees. For example, Vancouver, which like many other districts is doing an excellent job, will have their efforts recognized by extra funds under this program.” The government already provides 100 per cent funding for the province's 20 community colleges and institutes, and has allocated more than $227 million for colleges and institutes in 1980.
