The Provincial Govern- ment’s crackdown on local municipal budgets and mill rates is just another political grandstand play which will inevitably result in a reduction of municipal services while relieving municipal councils of their responsibilities to local taxpayers. . The Government is donning the mantle of fiscal responsibility by limiting municipal budget increases to 5 per cent over 1978 and putting a stop to increases in . the mill rate for municipal . purposes. On the other hand, it is precisely because of the financial policies of this same government that taxes to. the homeowners have increased so. dramatically over the last few years. ' For instance, only last month’ Victoria announced that, it will raise the education levy on property taxes by yet another 62 million dollars. _.
