Building Code. Most) importantly, the owner of the home must reside in the butiding in which there is a secondary suite. Enforcement action will de taken against any suite that does not comply. Meanwhile, secondary suites are currently “not per- mitted as a right in duplexes, iiplexes or other ground-ori- ented multiple family dwellings.” But unlike the sin- gle-family dwellings, — this point will be reviewed by staff and will not be enforced until stalf has reported back. The entire matter clearly left council divided on the issue. Councillors Barbara Perrault and Craig Keating had excused themselves from the debate due to conflicts of interest. “Where are these people going to go in the middle of winter,” asked Coun. Barrell Mussatto ay he spoke out against. the policy. He was especially opposed to the resi- dent owner issue, “We have more renters than we have owners,” he said. He was joined by Coun, Bill Bell who called the action “tragic. “We've taken a head-in- the-sand approach to. this.” said Coun, Bill Bell. “But I'm saddened by it because some good people are caught up in it. It goes against everything this council stands for.” Still, others felt the policy was worth fighting for, “This isn't about people who are good landlords,” said Coun. Bob Fearnley. He said the policy was put in place to avoid “block breaking” which he said occurs when one or wo people buy up blocks of houses and rent them out en masse. “It’s about neighbour- hood preservation.” Mayor Barbara Sharp also supported the current: policy. “For me, this issue was about compromise,” she said. Sharp said that the policy arose from a series Of meetings with the public and that they made it clear they wanted owner occupied properties. “Until | hear from the res- idents, I'm not in favour of changing it,” she said.
