Al2 - Sunday, June 26, 1983 - North Shore News Long-term garbage proposals promised By TERRY LAVENDER A LONG-RANGE plan for garbage disposal will be developed by the engineers of the three North Shore municipalities, North Vancouver City Enginer Alan Phillips said Monday. But engineers siill plan a new landfill Phillips told City council that he and his counterparts from North Vancouver District and West Van- couver met the previous Fri- day to draft terms of reference for a solid waste disposal committee. The committee should have recommendations by the end of the year for long term waste disposal, Phillips said. But he warned that despite new technology that turns garbage into energy, the North Shore will always need a landfill. Even with incineration and extensive recycling, “you're not going to eliminate it (a landfill) en- tirely,” Phillips said. City council had = just heard a presentation by a Vancouver engineering firm for an incinerator that would burn garbage to produce power. But Phillips and a representative of the Greater Vancouver Regional District both said such a plant would not solve all the waste disposal pro- blems. The chips are down - and Crist's the loser CHIPPED WOOD debris appears headed for Premier Street Landfill site, even though North Vancouver council Monday heard warnings that such waste could possibly prove toxic to the en- vironment. Alderman Ernie Crist cau- tuuoned his colleagues not to be too hasty in approving a request from Alpine Tree Service for Distnct to use the company’s chipped wood waste as garbage cover in the dump. Crist claimed that a New Westminster fisheries department official had told him that at the decomposi- tion stage wood chips pose toxic threats to the environ- ment. After talking to the of- ficial, who also pointed out that Crown Zellerbach was recently fined $125,000 for dumping wood chips and hog fuel on its own property, Crist argued it would be wise for District to examine fur- ther the wood chip conten- lions. “It appears wood chips contain toxins and when the wood is wet it releases these toxins and it is dangerous to fish,” said Crist. It would also be prudent, suggested Crist, to check with the waste management branch if District is allowed to accept the wood chips in the landfill. He Suggested that if everyone could be persuad- ed to chip their wood, District might ~~ realize “measurable savings” in dump operations. Even with such monetary windfalls from accepting chipped wood into Premier Street dump, Crist remained wary and steadfastly urged council to defer the matter until more information regarding possible toxins is examined. He said he feared possible prosecution by the waste management branch if they allow such debris into the dump. Mayor Marilyn Baker pointed out to Crist that such woody debris is already entering the landfill and waste management branch sanction 1s not required. Usual disposal rates for commercial waste is $12.50a tonne. Alpine's costs would be about $6 a tonne. In addition, District will amend the waste disposal bylaw to conform to the new refuse matter. The Premier Street landfill would last about 25 more years if incineration was us- ed, double the current estimate, but another landfill site would still have to be found at the end of that time, the engineer contended. The GVRD representative said ‘that Intercontinental Engineering Ltd., which made the incineration pro- posal, was overestimating the amount of money that would be generated by sell- ing garbage-produced energy. The firm was also underestimating the cost of such an incinerator, he said. Everybody agreed something had to be done, and soon. “We're facing a coming crisis in solid waste disposal,” Mayor Loucks warned.
