Responsibility for providing space for dayveare and preschools, however, really belongs to the provincial government and the municipatines. The board has no man- date whatsoever to provide childcare space and such arrangements are always made with a ciear understanding that when the space is needed for school pur- poses the childcare use will have to cease. The board's responsibility is for the kindergarten to Grade 12 education sys- tem, If we fail to put the needs of school- age children first, we fail in our duty to them and to the community that elected us to look after their interests. We also fai in our legal obligations under the School ct. Ip would be wonderfil if in every sit- uation of competing interests we could give everyone what they want. Unfortunately hard choices sametimes must This is such a case. The board listened carefully and at length to the arguments for and against keeping the daycare. In in daycare biz the end, the majority of trustees agreed with the Capilano School Parent Advisory Council and school and district adminis trators that in the best interests of the school children, the daycare would have to move to make room for the portables. In this process, trustees Tim Morrison and Deborah Kitson say that school dis- trict administrators have been cald and overly bureaucratic. This is simply not so. Board staff have consistently acted with p. , consideration and profes- stonalism in. a difficult situation where emotions sometimes run high. They are continuing to work to help the daycare relocate. The board is ready and willing to purchase the daycare porta- bles and will do all it can to assist the day- care to find a new location. I remain hopeful that good sense will prevail and the necessary changes will scon be com- pleted.
