Resolution of the budget problems
facing North Vancouver School District
44 calls for both fair funding and con-
trol of overspending.

In the words of the final report of the
official trustee: “The analysis contained
in my report has Jed me to two conclu-
sions. The financial challenges faced by
the Gistrict exist due to a Ministry of
Education funding distribution formula
which has inherent inequalities in its
structure. Further, | found a pattern of
expenditures that is no longer appropri-

children in North Vancouver should not
be penalized for these past mistakes.

Furthermore, resolution calls for fair
funding combined with fair spending.

Finally, the board must not repeat
the past mistake of spending in a pat-
tern that is no longer appropriate. For
that reason, [| cannot support re-instate-
ment of the former trustees,

1 believe that all clements of the
solution I've outlined here will be
implemented before the News publish-
es this letter.

Mr, Wright concluded his mistead-
ing column by speculating that spring
may result in “new masters in Victoria.”

I have been the only MLA on the
North Shore: to consistently work for
both fair funding and fair spending.
Perhaps the Liberal MLAs could say
whether they would provide our school
board with a blank cheque.

Likewise, the dozens of candidates
who are coming forward might want to
make their alternatives crystal clear.
Anyone can demand more, but it takes
leadership to be precise and know when
to say no.

survived the South African
apartheid regime with the

like to advise Mr. Noel

pare the Indian land claims
to that of apartheid.

Sir, you wouldn’t want
to live under apartheid

if you want to compare
apartheid then compare it
to the time of slavery in the
south,

There were no negotia-
tions of any kind with non-
whites, under apartheid
rule.

They (the non-whites)
had no say in the govern-
ment, the country and even
their destiny.
