suites, most of which are probably

illegal.”

“How can they harass one per-
son?”’ he asked.

Banks said the house was pur-
chased in November, 1984, with
the basement suite already in
place. At that time Banks moved
into the suite to comply with a city
request to make the suite conform
to the bylaw, by being a family
suite.

But city staff clamped down on
the property when he moved out of
the premises, leaving daughter
Carole Archer living in the base-
ment suite and other tenants
upstairs.

Under city rules, the suite was
no longer considered a family suite
as the suite and the house proper
were not occupied by members of
the same family.

decision.
