At that time it looked like everyone would benefit from the arrangement. Property owners would earn interest on their prepaid taxes at just two per cent below prime bank rate. At the same time, the District would be able to reduce its borrowing bur- den. It uses the prepaid amounts towards paying school taxes - totalling $24 million. this year - which have to be handed over before property taxes are collected. The arrangement looked attractive enough to residents for the District to receive more than $900,000 im prepaid taxes, compared to $651,000 the previous year. Interest paid to advance payers was set at 16%, based on the bank rate of that time. Now most banks are paying close to equivalent interest on savings, since rates have steadily risen since that time. But property owners find AS - Sunday News, July 12, 1981 that whereas it's possible to withdraw their capital from a bank whenever they choose, refunds due from tax overpayments are locked in with the District until August. District hall has already had some _ requests for refunds of tax overpayments but is refusing to bend from its policy of making the ‘payments next month. Deputy Treasurer Michael Hoskin says that whereas requests for refunds have already been received, such people must realize “this was the offer accepted when paying the money in.” One resident who says no mention of such a date was ever made at that time is Joyce Colley. She maintains that when she made out a cheque to the tax department for $1,000 that she wasn't told she would have to wait so long for any refund that was due. She says the letter sent to her concerning repayments mentioned an early July date for refunds. And she wants her $209 refund now. When she approached the District last week and asked for her refund, she says, “they weren't interested in giving me my money back.” Deputy Treasurer Hoskin is insistent that notices were distributed with water bills at the beginning of January, informing residents that refunds would not be issued until August. Such refunds may be obtained by “applying to the collector in writing...they will be issued the first week of August,” the letter read. Hoskins has told the News:“Our priority is to process the (tax) payments we are receiving now. The staff is working full time on that.” Were you lucky?
