Director of engineering John Bremner described the closure plan for the Premier Street site, which closed in 1988, as “the for- ever plan.” He said the study would create a plan “to control and mitigate whatever environmental Qui problems that accrue from the site being there and will deal with how we intend to deal with leachate on a forever basis unui the fandfill stops producing it." Publie works manager Robert West-Sells said the plan would not only deal with the leachate concern but also address such issues as vegetation, final ground cover, rodent con- trol, methane gas and the direction of surface water, : West-Sells said the information would pro- ceed in concen with a parks study on the fong- term use of the site as a playing field and recre- ation centre. The closure plan is a requirement of the provin- cial Ministry of Environment. The ministry has informed the Greater Vancouver Regional District that closure plans for all closed Jandfills in the region must be includ- ed in ‘its Solid Waste Management Plan. _ But’ West-Sells | also told council that the dis- trict has already received a non-compliance order from the ministry for leachate contamination of Lynn Creek from the Premier Street landfill and must fix the problem by the end of the year. {n addition to produc- ing the conceptual landfill closure plan, KWL will also investigate the specific leachate problems, “The costs can be quite sizable and can easily run into hundreds of thousands of dol- lars depending on how serious the problem and what the final correct solution is for the site there.” warned West-Sells. According to Bremner, the district spent over $1 million in the early ‘80s installing a leachate containment system between the northern end of the landfill and Lynn Creck. More money was later spent on wells and puinping in an attempt to control water levels on the site, West-Sells tald the News that itis not yet known whether the leachate is migrating through, under or over the bentonite wall. “One of the things we'll be doing as well is identifying how toxi¢ the leachate is. “Most of the color you see in itis dissolved iron, bin it can be fairly noxious depending on which area of the landfill it's leaching out of and how far it's come and how much ground: water is mixed with it” said West-Sells. The Premier Street landfill is located is on the east bank of Lynn Creek at the north end of Premier Street in North Vancouver District. We're free at night.
