Information is being prepared by North Van- couver District Fire Department to be fed imto a computer aid dispatch program for which the District has approved ex- penditure. In the event of a disaster, the computer would suggest the best way of handling it once the relevent conditions have been programmed. There is also a suggestion to build a weather Monitoring station in the Maplewood industrial area so that accurate weather situations would be known and could be catered for. The committee has set itself a time schedule with a full and detailed program which appears to include just about every § aspect required to reach con- clusions concerning chemical hazards on the North Shore. Committee chairman Derek Inman doesn’t try to guess whether District council will automatically follow the committee’s recommendations and agree with its findings. But he says: “We certainly hope our action will be followed up. ' Z 4 Nor Est DRIVE IN SERVICE JUST OFF PEMGAEA TON RADIA TORS 7 AC OC KS SOUT OF AARINE next few years to remove this sort of industry.” HOW TO REACT The committee's report, he says, will deliberately be worded in terms that can be understood by all and he sees one of its primary functions as being to distribute information packages to every household so that all residents are clearly aware of what in- dustries there are, the dangers they pose, what is being done and how people should react in an emergency. “The common cry is ‘If we have a spill on the North Shore, what do we do?’,” he says. “We are trying to allay everyone's fears,” he says, adding “I only hope to hell we can.” “Too many people know nothing about this whole thing and don't understand what it is all about. The next meeting, to be held June 26, will consider transportation of hazardous materials, by sea, rail and truck. July 9 they will discuss storage and production of hazardous materials. Two weeks later they will receive an emergency planning report from a sub- committee into evacuation warning systems and literature for the public. August 6 the task force will evaluate the hazardous products reported and two weeks later it will consider a cost evaluation of relocating hazardous industries. This subject may continue to be explored beyond the committee’s September 30 deadline, Inman says. The same meeting will also review the Beak Report. The committee's preliminary report will be prepared September 3 and. following any amendments, JEFF JEFFERD Rescue Coordinator the final report will be presented September 23. PEOPLE DON’T KNOW Inman promises: “We are going to tell people what these things (hazardous materials) are and how to react to them. People in the Seymour area don't even know what is produced down there.” Meanwhile, rescue coordinator Jeff Jefferd says the plan he has prepared for consideration by the municipal councils would be the legal authority for procedures and _ respon- sibilities in emergencies or disasters. He defines as disaster as being a situation which exceeds the capabilities of the municipality in which it occurs. Jefferd lists a number of natural and “man-made” emergencies in addition to the transportation of hazardous chemicals which could develop from being an emergency into a disaster. Prior to the drawing up of a master plan, each response outlined in the various emergency plans prepared by different North Shore authorities was different, Jefferd says.
