The $200 fee will be waived to all residents who come forward to register before Dec. 1. The $200 fee for the regis- tration of inlaw suites will be waived for the same period as well. But Ald. Bill Rodgers and Baker opposed any relaxation on fees charged. ‘‘The idea of a $200 fee is a good one especially since it is not required universally throughout the community,”’ said Rodgers. Ald. Ernie Crist pushed to have the fee reduced to $100, but received no seconder. ‘“‘If we're going to subsidize the fee by $640, then why not make it more affor- until the end of February next year. Council agreed that the status of registered illegal suites will be maintained over the 10-year period even if a home containing such a suite changes hands. But Ald. Murray Dykeman and Baker opposed the move. ‘‘The concept rewards people who origi- nally broke the law. It allows them to sell a business. You're not just selling a home,’’ said Dykeman. Council also moved to instruct staff to initiate a social planning study over the year following the close of registration in February, with a report back to council due by February 1989. Ernie Crist stood alone in rejecting the motion. ‘‘We’re producing second-class citizens by making some people in second suites legal and others not. Bill Rodgers said he supported the thrust of the bylaw. “There is a social need in the community. Under the present bylaw, it would be illegal to put up a second suite for families in the district,’’ he said. Ald. Murray Dykeman echoed the sentiment. ‘‘It’s a step to initi- ate the sanctity and tranquility that one expects from one’s own cas- But Ald. Mary Segal said she supported the bylaw with reluc- tance. ‘‘We should not be discriminating between family members and others who choose to live in or own suites in a single- family area.’’ She argued that concerns over noise, parking problems and pur- pose-built homes with suites could be addressed through existing bylaws. Ald. Craig Clark said that both inlaw and other suites in single- family areas should be dealt with simultaneously. ‘‘We have to deal with inlaws and outlaws per se, but I doubt we’ll find a perfect solu- tion,’’ said Clark. Baker told council that Ald.
