CUPE local 389 Secretary Treasurer Diane Jolly told the News the study session at the Avalon Hotel “was precipitated by the callous actions of City council.” A CUPE delegation is scheduled to appear before City council tomorraw (Monday) evening con- cerning the layoffs of 15 members and the demotion ofafurther]]. | Mayor Jack Loucks says council will listen to the presentaion openly and give full consideration § to whatever ts put forward. He stresses council was reluctant to introduce the layoffs and did so only after suggesting a work-sharing program, which failed to receive a response from CUPE. Se, The measures became necessary, he says, when a meeting with the engineernng department made it obvious “that we had more men than we had work.” A decision to tntroduce work-shanng would have required consent by CUPE, he says. Temporary layoffs were put forward as an alternative solution and went into effect Friday = as scheduled. by which time y CHRIS LLOYD council had received no alternative proposal from CUPE. Loucks questioned whether Wednesday's study session, which reduced City hall toa skeleton staff of exempt personnel, was a legal work stoppage. Opened door to trouble AN ELDERLY man parking his car in the 1700 block Marine Drive in West Vancouver Tuesday afternoon found himself in trouble as soon as he opened the door. A passing cyclist tried to swerve to avoid the door but slammed right into it. Cyclist Fred Lansink. of North Vancouver suffered scrapes to his knees and a sore chest and his bike was damaged to the tune of $400.
