Bigger is not necessarily
better — but not necessarily
worse either, according to
North Vancouver distnct
council members who, once
again, are assessing their size
and considering whether to
increase their numbers from
six to eight aldermen.

District council discussed
the matter at length at their
regular meeting Monday
night, but im the end,
decided to forgo further
debate and a decision until
November 23 — too late to
effect a change for the
upcoming election.

Increasing the size of
council would create an
advantage for incumbents
running for re-election, as
few candidates would have
two vacancies to fill before
having to unseat anyone.

While Alderman Peter
Powell was reluctant to
create such an advantage for
himself this fall, Alderman
Jim Ball insisted that “People
don't want me back, Ill get
thrown out on my butt
regardless of whether there
are five or three seats to be
filled.”

more than 50,000 “shall
consist of a mayor and eight

aldermen.” Section 209,
however, allows a council by
bylaw to vary that
requirement.

North Van District has
had a mayor and i= six
aldermen since 1911, with
the exception of the years of
receivership when a com-
mission was in charge. Since
1974, several attempts to
increase the number of
aldermen to eight have been
defeated.

The heavy workload,
including time-consuming
participation on up to seven
committees at once, was the
major reason cited for in-
creasing the size of council.
The need for greater
representation from the
community and more points
of view being expressed on
council were also noted.

On the other hand,
Alderman Gordon Rose
pointed to the “horrendous
debates” at Vancouver City
council where “everyone

wants to speak and they start
at 2 p.m... it’s muind-
boggling.” There are 11
aldermen and the mayor on
Vancouver City council.

Alderman Mary Segal, at
whose request the subject
was raised again, said she
was “unable to understand
why council in its wisdom in
1977, with a 77 per cent
response (from the com-
munity) in favor of a larger
council, declined to increase
it.”

She noted that both the
population and the workload
are increasing and_ said
council should include the
number of aldermen “we're
entitled to.”

She added, “There is very
littl encouragement for
people to run for council,
partly because of the size of
the workload.”

Alderman Ball said he had
no apologies to make to the
taxpayers for the salary he
draws as an alderman.
“You'd have to be nuts to
do this strictly for pay.”
