The plan passed second and third readings, with councillors Stella Jo Dean and John Braithwaite op- posed. City planner Richard White said the higher density would allow about five units on a typical city lot, compared with the current limit of three units. White said 51 out of 108 people responded to a survey on the change to the Official Community Plan. Three quarters favored the 1.0-times floor space ratio, he said. . The rezoning will affect 54 lots in an area bounded by St. Georges and St. Andrews avenues, East Keith Road and the lane between Past 4th and Sth streets. Coun. Braithwaite said the neighborhood was being allowed to decay in anticipation of rezon- ing. ‘Some owners and some absentee landlords are not putting mGaey into their buildings because they’re expecting an increase in density in the area,’’ said Braithwaite.
