An independent ecological study has been ordered for West Vancouver's photogenic Lighthouse Park. The survey comes as the result of months of discussion about movic crews filming in the park. A majority of West Vancouver councillors advo- cate complete closure of the park to movic-makers, but a final decision will not oc forthcoming until the ccolog- ical study has been completed. Until then, everything is on hold. The issue was first brought to council's attention last summer. West Vancouver District had received several requests for permits over the past year from film-makers COUN. Victor Durman ... filming in the park might be illegal. wishing to use Lighthouse Park to shoot movie scenes. Several concerns were raised, including the possibili- v of irreparable damage to the park. This spurred coun- cillors into asking staff to draft a “Filming in Parks Policy.” The draft policy was pre- sented to council on Jan. 19 this year. An accompanying staff report recommended that filming in all parks be allowed to continuc within the terms of the draft policy because it was reported to be bicycle sports pacific COUN. Russ Fraser ... lease terms need investi- gation. “of low impact and an excel- lent approach to non-tax rev- cnuc gencration.” The issue has since gener- ated several letters and appeals from bath sides of the debate. Film industry executives have shown up in force to plead their case and ensure council that they cause little, if any, damages. Residents, concerned about maintaining the natural habitat, argue otherwise. FAMILY SERVICES of the NORTH SHORE Coun. Liz Byrd has no qualms about closing the park. “It is the West Vancouver. It is so pre- cious,” she says. She is openly supported by councillors Bill Soprovich and Victor Durman, whe say they support filming in | West Vancouver, with the exception of Lighthouse Park. Durman_ recently pointed out that Lighthouse Park is leased to the municipality from the federal government. He believes that filming in the park might be illegal under the terms of the lease and asked for a closer examination of “clause six.” Coun. Russ Fraser says the whole matter needs investiga- tion. He made the motion to survey the present ecological condition of the park. “The intention of the Motion was to do an assess- ment of that park and then we can decide what damage, if any, the movie people might do. Then we have a baseline from which to go forward T.V. VIOLENCE: How does it affect your child? Taj Mahal of from,” he said. Fraser says the study “has nothing to do with filming essentially, and everything to do with Management of the park. He points out that the park is not in great shape. “Alders are dying, hem- locks are snapped off. It’s not a pristine wilderness, for sure.” Werner Allen works in the movie industry and hopes the two sides can work something out. He says the movie industry has great respect tor ccologi- cally sensitive areas fike Lighthouse Park. He pointed out that damage can be caused by the general public who sometimes “trample” the park and treat it “with total disrespect.” West Vancouver's Fitch Cady also works in the indus- try. He presented 2 petition to council signed by 56 resi- dents who rely onthe film business for their livelihoods. He asked for council’s sup- port in the matter. The biggest prabiem with television violence accord- ing to Jennifer is “there are no consequences to violence in TV and in the movies... no grief over the death, no mess to clean up, the character just dies and that’s the end of it. Add the violent news stories on the evening news and the violence in the Newspaper and it all adds up to a society that in many ways appears to. condone violence”.
