First bill passes

HISTORY was made on Oct. 1
when a private member's bill,
rather than a government bill,
became the first piece of legista-
Uon to pass since the new
Parliament convened on Sept.
23.

On Sept. 30, Liberal MP
Tom Wappel was re-introduc-
ing a private member’s bill
apich had passed ail stages in
the previous Parliament when
Reform Mb far North
Vancouver, Ted WVisite, stood
in the House os 4 point of
order and asked for unani-
mous consent to deem the bill
to have passed all stages with-
out debate.

The unusual move had the
table clerks scrambling to

sible under the
Parliament. They eventually
concluded that it was.

The Bloc Quebccois then
held up the Reform MP's
motion until the following
morning, Oct. 1, when MPs
gave their unanimous consent
to pass all stages of Wappel’s
bill.

Bill C-220, amends the
Criminal Code and the
Copyright Act ro prohibit
criminals from profiting by
selling, authorizing, or
authoring the storics of their
crimes,

Any money made from
such activity would be forfeit-
ed to the Crown as “proceeds
of crime.”
