Ministry spokesman Jim Davidson said the road work required that a tack-coat be placed over the existing asphalt to enable it to bond with the new asphalt on the pavement. The smell, he said, was the result of a asphalt and naptha.” According to Davidson, the blend results in a noxious odor but poses no danger to the public. As a result of inquiries made subsequent to the demolition we would like to inform North Shore residents why this method of demolition was chosen and why the general public was nat given any advance notice. The method of a2molition - by controlled implosion - was chosen as the safest, most economical method considering the design of the structure and its location, The actual demolition was contracted to an experienced firm who worked with local regulatory authorities to obtain the necessary approvals and inform them of the work s-hedule. It was consciously decided not to provide advance notice to the general public because of concerns for their safety. Although it was recognized that this approach would likely elevate public concern when the blast itself actually took place, this was considered preferable to the safety risks that could have developed if a crowd of people was present. Due to the location of the facility it would be very difficuii to control any crowd of onlookers and boaters which could have developed as a result of publicizing the demolition schedule.
