Invest in recreation Dear Editor: Re: the letter you pub- lished in the Nov. 20 issue from a Mr. Simon Farrow. Let me say that the only downfall of this debt is that it is not being done quicker. The reality is that ‘where good. recreation facilities exist, health costs go down at a significantly greater rate. Where recreation facili- tes’ for youth exist, youth problems go down. To my. mind, and the majority” of voters . in North Vancouver, this is a “worthwhile expense, in fact it is a very real saving. * J hope it is a headlong rush to get these facilities built, it is already well past. “due. A new study released by the Atlantic | “Institute for Market Studies argues that the billions of dollars in federal support pumped into Atlantic Canada have actually retarded economic growth by eliminating the need for . improvements in productivity, as well as tak- - ing away the incentive for business to devel- op new markets and for labour to develop new skills. The study states that “Atlantic Canadians should welcome reductions in dis- ] ' tortionary subsidies, not dread them,” and points out that economic growth in Atlantic. 3 Canada resumed when subsidies ware cut. back in the late 1980s. It also estimates that if all the federal subsidies to Atlantic .Canada had been placed in investments, there would § be about a trillion dollars in the account today, around $400,000 for every man, woman and child east of Quebec. ae | On a related subject, Canada's Auditor General has accused the Liberal Government “of breaking its own rules in recording pay- -Ments to. three Atlantic ‘ provinces. Mr. Desautels,.sald the Government charged almost _a’billion-dollars in GST harmonization compensation to, last year’s budget, even though no agreement had been signed to har- | monize the GST. This action increased fast § ’ year's deficit while reducing this years daficit, and leaves the impression . that the Government is achieving better deficit control than is in fact the case. ‘SPANKING On November 7, 1996 the North Vancouver District Municipal Clerk wrote to me to advise that the Council had passed a resolution on October 25, 1996 urging the Federal Government to remove section 43 of the Criminal Code, which protects the right of parents to use rea- sonable physical punishment as a legiti- mate form of child discipline. Recent Canada wide polls, however, indicate that | a solid majority of parents are opposed to. any government interference in the way they discipline thelr children. In light of the polf results, | am reluctant to act as an advocate in Ottawa for the District Council unless there is ‘proof that it has majority voter support for its anti- spanking resolution. The feedback | have | recelved to date indicates just the oppo- site — that the vast majority of parents would prefer to leave the present provi- sions in place. through the melting pot process, All that changed by govern- ment decree without truc democratic process.
