Police fire into Soweto crowds JOHANNESBURG, Sou- th Africa (UPI) - Police fired shotguns into a crowd of 300 youths looting a shop in_ the black township of Soweto Tuesday, and used tear gas to break up mobs of students who barricaded streets in the area. No injuries reported, however, as most non-whites ap- peared to be going to work normally after a day of unrest and violence on the fourth anniversary of the Soweto riots of 1976. On Monday police wounded 35 blacks who were defied a government ban against commemorating the Soweto race riots and demonstrated in every major urban center in the nation. It outlines the legal authority for procedures and responsibilities in dealng with disasters or emergencies and was distributed to all three North Shore councils for con- sideration over last weekend. While North Vancouver City council voted to ap- prove this basic plan. West Vancouver received and filed the report without discussing it in council. North Vancouver District council did not discuss the plan Monday because of the absence of District Fire Chief Bob MacDonald, who is in charge of coordinating emergency operations ‘ein that area.
