Supreme Court ruling on 320 Taylor Way. We refer specifically to the sug- gestion in his statement of April 24 that council’s action in seeking a judgment on the legality of the lease ‘‘... can properly be viewed as the final stage in the process of community consultation and review...” and that the 1981 poli- cy enjoys ‘‘majority support.” A brief review of the facts is perhaps in order. The central issue in dispute is not the legality of the agreement to lease. The. central issue is public dissatisfaction and opposition to the proposed use of 320 Taylor Way for highrise con- struction. The referendum was not about the legality of the agreement, but whether or not the public favored highrises on this site. On this issue, the result is very clear: a broadly-based majority voted against highrises, despite vigorous efforts by the municipali- ty to secure 2 vote in favor of highrises. The mayor declared ia a public council meeting that he would be morally bound by the outcome of the referendum. These facts remain, regardless of the decision of the Supreme Court. Certainly, council’s exploration of the legality of the fease agree- Parents should be consulted about French OPEN LETTER TO THE NORTH VANCOUVER SCHOOL BOARD After attending the school board meeting of April 11, I came away with an overwhelming feeling that the issue of maintaining levels of access for community families to a viable ongoing French immersion program is very much in doubt. The method in which you chose to slip the motion through to seemingly minimize community input has not gone unnoticed. It is my understanding that there is no immediate plan to bring on stream an additional room for French in the immediate area of Cleveland School as was the origi- nal plan. However, you still insist in reducing the facilities in French immersion at Cleveland. Your job as school trustees, and I shouldn't have to remind you of this, is to meet the demands of our community and our demand is for adequate space and time for French as shown in the numbers enrolied at Cleveland —- 342 French and 226 English. -. Whether this proposal is put into effect this September or in the subsequent years, it is still a decrease which will erode the pro- gram. When Anne Macdonaid gave her presentation advising that Cleve- land would not be able to handle approximately 35 to 50 more French immersion students, did she not realize that approximately 35 to 50 French immersion stu- dents would also be leaving to go to Handsworth? It seems obvious that this idea of reduced enrolment into Cleveland suffers from a lack of preparation, is il! conceived and poorly timed. In view of the lack of input by the community, the issue requires re-evaluation by the board, only this time insuring concerned groups and parents be given ample opportunity to express their views in shaping their c. —_ren’s educa- w Divorce m Maintenance w Custody m Separation Agreements gw A.
