By TIMOTHY RENSHAW News Reporter The GVRD endorsement repre- sents another step forward for the project, which has been initiated to help Bowen deal with the ever- increasing numbers of people visiting the island and the GVRD’s 600-acre Crippen Regional! Park. On Oct. 14 the Islands Trust gave three readings to a new bylaw amendment that will allow for the controversial expansion of Bowen Istand’s Union Steamship Marina, a major component of the overall harbor project. Bowen Island’s GVRD repre- sentative Gail Taylor, who prepared the written revitalization report, said the harbor overhaul represents a plan for Bower Island’s future. - **The cove is our front door...our socia! soul,’’ Taylor said. “Bowen Izland is growing and changing. We have to plan for the future now.”’ The cove revitalization plan would require a floating breakwater-promenade to provide harbor protection and public har- bor access and moorage to tran- sient tour vessels and fishing boats; dredging of harbor tidal flats to provide more harbor water surface for an expanded marina and to remove the residue of years of raw sewage that has made its way into the cove; the marina expansion and maritime village; and redevelopment of Crippen’s picnic areas and harbor promenades. A staff report to the GVRD board states that improvements to ‘visitor facilities and pathways that would be created from the ferry and promenade/breakwatcr to the ‘village’ and Crippen Regional Park will be of substan- tial benefit to public use’’ of the park. And GVRD manager of Regional Parks Rick Hankin said interest in Bowen Island property has been “‘tremendous.”” Overall ferry vehicle and pas- senger traffic to Bowen Island in July 1988 increased 14.8 per cent and 12.3 per cent respectively over July 1987 traffic. Vehicle and passenger traffic to Gulf Islands’ in. general increased 3.3 per cent and 7.6 per cent in the same period. In her report, Taylor states that the harbor overhaul will ‘revitalize Snug Cove as a visitor destination and as Bowen Island’s commercial and transportation centre,” im- prove the local economic base for Bowen Island to the benefit of both residents and businesses, re- habilitate Snug Cove both economically and physically, and provide Greater Vancouver with a new and attractive destination and a more self-sufficient member res- idential community. The new marina zoning bylaw, which must still be approved by the provincial government and pass a fourth reading from the Islands Trust, was drafted after Trust committee chairman Nick Gilbert voiced concerns over the size of marina owner Rondy Dike's proposed marina expansion.
