Council approved a one- year trial of the new provincial enforcement program = fast year. But Coun. Ernie Crist has continued to raise the issue of the province keeping the rev- enuc from the speeding, fines levied in the district. The district and city’s Joint Police Liaison Committee dis- cussed the issue last year and recommended “that every effort be made to recover and share the proceeds arising out of the enforcement of photo radar activity that occurs with- in municipal boundaries of the City and District of North Vancouver.” The city adopted thi motion last week bur Crist substituted a hard-line ultima- tum when the agenda item appeared before district coun- cil Monday. Crist said the original wording was well meaning but wi out clout. ey are going to take $500,000 out of the District of North Vancouver at a time when they are downloading to a tune of $8 million,” said Crist, emphasizing that it was the district that paid for police costs, not the province. He substituted a motion informing the attorney gener- al that the district “declines to have photo radar implement- ed at this time unless or trolled by the munici through the RCMP nigel proceeds to be returned to the municipality and that this motion erefore rescinds .previous approval of a one- year trial.” Couns. Pat Munroe and Janice Harris opposed the motion. Said Munroe, “The money has always gone to_ the province and the UBCM (Union of British Columbian faunicipalities) are pursuing it. I don’t see how this is effective.” Coun. Trevor Carolan said he would reluctantly support the motion “as the lesser of two evils” since he was LEASE NOW ALL MAKES NEW & USED check them out at Capilano Volkewagen 1151 Marine Drive North Voncouver Tel: 985-0694 opposed to the injustice of licence-plate-holder guilt. RCMP Supt. Gil Yard told the News that the issue is not about the efficiency of photo radar. “It would be untortunate if indeed we were to lose the pro; in the district. It’s a useful tool if employed prop- erly,” said Yard. He also pointed out that photo radar is administered by an RCMP team put together by the province and is not paid for out of his budget.
