The reason for the costly waterspout is the Water Quality Improvement Program adopted by the Greater Vancouver Regional 200 - District in 1994. Over a period of time Vancouver’s water 100 : quality had deteriorat- ed to the point that waterborne — diseases became a concern for regional health officers. Dirty —s municipal watermains, increasing populstion density requiring longer pipe runs and periodic cur- bidity in the reservoirs all exacerbated the problem of disinfecting Lower Mainland drink- ing water. After extensive public debate the use of chloramine as a disinfectant was reject- ed in favor of: B an upgraded chlorine primary disinfec- tant facility at the Seymour reservoir; G ozonation and residual chlorination at the Capilano and Coquitlam reservoirs; up to 20 (initially) rechlorination sta- tions; @ construction of corrosion control facil- ities; W staged introduction of filtration com- mencing with the Seymour source. The district has been replacing about 5,C00 metres (16,404 feet) of high-risk mains annually. In 1997 the district will replace 8,500 metres (27,887 feet) of watermain and staff hope the funding will be available to maintain that rate of replacement for 10 years as the number of high risk mains continues to increase. .
