The committee members were selected at random from the voters list. | had previously met only one of them and | had no indication of their political affiliations The group includ- ed ages from arcund twenty to over eighty, both men anc women, and a range of ethnic backgrounds. OVERRULED Shortly after the cummittee fin- ished its work, a group of unelected, unaccountable bureaucrats over- ruled the reconimendations and sent the rejected applications to the Min- ister, Hon, Lloyd Axworthy. Mr. Ax- worthy then exhibited the elitist style that is typical of the old line parties by authorizing the funding in com- plete disregard for the recommenda- tions of a cross section of North Vancouver taxpayers. Frankly, | am disgusted that a group of bureaucrats who collect a salary paid by you, who are sup- posed to be PUBLIC SERVANTS working for you, are able to ignore your recommendations and these of your MP. Unlike those bureaucrats, | was ELECTED to represent you, so in geod faith, 1 instituted a process to asgess your attitudes towards those grants. WHO *9T THE MONEY? It is portant to remember that the committce did approve 36 appli- cations, but here is a partial list of these groups which received tund- ing, Contrary to the recommenda- tions of the commuttea. None of them received the full amount requested. * North Vancouver City applied tor $26,504 und North Vancouver Orstnct apphed for $25,771 to fund student yobs af $13.75+ per hour. The committee did not want the hourly rate to exceed $9.50 and felt that a municipality should not be de- celving taxpayers by applying for fed- eral taxpayer grants while claiming f2 be fiscally responsible with its awn budget * North Vancouver Recreaion Commission applied tor $8,787 and North Shore Recycling Program ap- plied tor $10.106 The committee also felt that these groups. as exten- sions of the municipalities. should nat be applying “benind taxpayers’ backs” for grants. * North Shore C.A.PS.A. apphed for $2.606 to compile a testing of pos- itive Summer activities for young peo- ple, among other things. The committee feli that there were enough other organizations doing this, that the directory would have limited distribution, and that the mu- nicipalites and Chamber of Com- merce already promote these activi- ties. * Lonsdale Creek Daycare Soci- ety applied for $10,460. The commit- tee felt that there should be much greater emphasis on user pays with the fees collected from an increased number of users covering the cost of hiring students. * Davies Pharmacy applied for $6,868. The committee felt that this job would be beneficial for the stu- dent but that it was worth risking that the job would be created without a taxpayer subsidy. NOW WHAT Considering that my recommen- dations cn your behalf have been re- jected by the bureaucrats, it is difficult to justify continuing with the charade of studying in detail the var- ious grant applications that come across my desk on a weekly basis. As an alternative, | have decided to try automatically rejecting every ap- plication so that the Ministar is forced to be on record as making the daci- sion about the funding, My first rejection was an applica- tion by the Women's Monument Pro- ject through the Capilano Collage Women's Centre for $33,000 to help with thair building of a monument in Thornton Park. This group has stated that only women will be allowed to submit designs because, according to one of the organizers, ila man was involved they might find out half-way through construction that he had abused his wile ar children.
