B.C. motorists who commit driving offenses such as speeding or ignoring traffic signals, or who are convicted under sections of the Criminal Code of Canada for crimes such as driving while im- paired are assessed points on their driver's license. Five or more points added to a person's driving record over a [2-month assessment period mears that a bill will be in the mail about four weeks before their birthday. The amount depends of the number of points, starting at $115 for five points. There’s a table on page 30 of your 1990 Autoplan Motorist Kit (the booklet you get with your insurance papers). The Drivers Point Premium is not a fine and the term “penalty points'' is a misnomer. Rather, it is an insurance premium based on the extra risk presented by motorists who have accumulated a certain number of points. While it is collected separately from the regular vehicle insurance premium, the money goes into the Autoplan Fund which insures all licensed vehicles in the province. Do people with points really yepresent an extra risk? A study that related accidents to speeding convictions gives an interesting perspeciive. In 1984, Dr. Bill Mercer, Direc- tor of B.C.’s CounterAttack Pro- gram, found that motorists causing property damage accidents had 23 times the number of excessive speed convictions than the ac- cident-free. Those causing injury- related accidents had 47 times as many convictions. We would clarify what is meant by an ‘‘assessment period.’’ This 12-month period ends five months prior to a person’s birthday. It allows for delays in adding points to a person’s driving record due to the time required to record convic- tions or for court processes. Now, once the Driver Point Premium is paid, the points are not used again in future calcula- tions although they do continue to form part of your permanent driv- record maintained by the Motor Vehicle Branch. The premium is payable by the motorist’s birthday.
