architect fees.

Instead, the contract con-
tained percentage quotes for
the needed work and this, she
noted, could cost District
thousands of additional
dollars.

District has already ap-

proved spending $80,000 on
architect costs for the expan-
sion and the municipality has
not budgeted for more than
that amount.

Alderman John Lakes
described the contract as be-
ing no less than a ‘‘blank
cheque.’’

Council defeated the mo-
tion to approve the work and
decided to go back and
negotiate more specific fiscal
terms for the library's
upgrading.
