BY MARTIN MILLERCHIP Contributing Writer A public hearing April 23 heard local residents praise North Vancouver District Council's initiative in taking steps to preserve the two- storey look of the village while its design guidelines are developed as part of ihe Upper Capilano Official Community Plan. But three commercial property owners criticized the proposed bylaw amend- ments for arbitrarily reducing the value of their holdings. They voiced fears that. once imposed, the height restrictions would not be lift- ed. Tyke Babalos, the owner of the Highland House devel- opment on the former Esso site in the villege, said the proposed amendments would have reduced his {{ apart- ments to four. In an earlier letter to council on the subject Babalos wrote: “To attain an efficient, cost effective and aesthetically acceptable design for such a mixed use retail-residential project in Edgemont Village a three- storey structure with a mini- worth vancouver District Council mum of 35 feet in building height is required.” Planning staff originally proposed a height limit of 35 feet (present zoning allows 49 feet) but a close 4-3 vote saw council reduce the height restriction to 25 feet before sending it to public hearing. Edgemont resident Brian Platts said the proposed bylaw would buy the corn- munity some time. “Surely such a limitation is only appropriate, other- wise what is the point in ask- ing planning staff and local residents to draft. design guidelines if, in the mean- time, we permit the develop- ment of 40-foot buildings throughout the village,” said Platts.
