AUTOMOTIVE Road funding top of CAA’s public policy * azenda for 93 THE CANADIAN Automobile Association (CAA) has identified its priority public policy issues for the next 12 months, and road funding tops the agenda. Delegates to the annual meeting of CAA met in Ottawa to discuss, among other matters, CAA’s public policy. In addition to road funding, other priority issues on the agenda include a call for a federal-provincial conference on motor fuel taxation, removal of the excise tax from gasoline and a number of safety and en- _vironmental objectives. CAA has called on the federal and provincial governments to implement the National Highways Policy. The National Highways System. and standards for the system’s roads have been agreed upon. Over 40% of the system is SOME OF. Canada’s finest heritage automobiles will soon cross the provincial border into’ British Colum- bia on the final leg of their national tour. The Cross Canada Confederation Tour _is a Canada 125-registered eveni which re-creates simi- lar tours in 1967 and 1975. Meanwhile, the United States has approved $38 billion for a newly defined National Highway System, in addition to the four-lane In- terstate system already in place. “If Canada is to hold its own beside our greatest competition, it is essentia! that we turn our atten- tion to rebuilding our road infra- structure,’’ CAA _ president Michae! McNeil stated. ‘‘This is a message the federal goverament - has beer given loud and clear.’’ The federal government recently received advice from the Hon. Michael Wilson’s task force on the Prosperity Agenda Consulta- tions. Their common bond is a love of old autos and a desire’ to Given that over $4 billion is co!- lected from motorists through the excise tax and GST on gasoline, and that only $200 million is spent on roads by the federal govern- ment, CAA feels the Task Force recommendations are both fair and reasonable. The excise tax, along with other levies on gaso- line, is the number-one cause of cross-border shopping and the resulting economic pain suffered by the tourism and retail sectors. Federal and provincial treasuries also suffer cross-border shopping pain through less consumption tax revenue, lower unemployment, less income tax revenue and less corporate tax revenue. CAA has. further called for a federal-provincial conference on motor fuel taxation to determine a fair distribution of funding for in- frastructure rebuilding from ail levels of government and road users. This is a necessary prere- quisite for any further funding. Antique tour celebrates confederation see Canada--in an antique way.
