By MARTIN MILLERCHIP Contributing Last year the District of North Vancouver submitted a grant ap- the Ministry of Municipal Affairs for funding assistance for a trunk watermain distribution loop and supply main. The application was successful, with the ministry approving a con- ' tribution of $337,500 towards the estimated $1,350,000 project. The project was to be undertak- en in 1988 in conjunction with the Dollarton Highway/Deep Cove Road road construction projec- tion, a joint cost-sharing project between the Ministry of Transpor- tation and Highways and the district. When the construction estimate was prepared for the waterworks it was assumed that both projects would be constructed concurrently, thus affording some cost savings. But the Ministry of Transporta- tion and Highways did not ap- prove the necessary funding for the road reconstruction project. Faced with the additional $300,000 cost of reinstating the ex- isting road surfaces and boulevard areas with no reduction in the roadworks cost when it eventually happens, council deferred the waterworks - project for budget consideration in 1989, or later. The existing water distribution system, was constructed primarily in the 1940s and 1950s and is somewhat undersized. However, it is considered ade- quate to meet the demands for domestic and fire protection use for low-density residential developments and for the com- ‘ mercial developments in the Deep Cove commercial centre. Elsewhere in the water zone, however, the distribution system is inadequate to support high-density residential developments or com- mercial developments until the watermain is upgraded. The Water and Sewer Grant will remain available for five years, but no claim for payment will be ac- cepted by the ministry until all the works have been completed.
