More than just nuclear disarmament FROM PAGE At discovered holding such a plebiscite using taxpayers’ dollars contravened Section 283 of the provincial Municipal Act. And District's solicitor Robert Orr pointed out to council that if the public purse financed the referendum and was challenged in court by any local resident the resulting court judgment could ef- fectively strip council members from their office. In addition, local politicians who voted in favor of the public financed referendum could also be held liable for the costs which would be repaid from council members’ pockets. But as it turned out, the local politicians found a loophole through which to finance the plebiscite scheme. Funding for the referendum will now come from private sources. According to a report from Municipal Clerk Helen Egleston, the cost of holding the weapons reduction referendum amount to about $3,400. A previous estimate had put the cost at $1,500. “In reviewing my previous estimate,’ explained Egleston to council, “I found 1 had grossly underestimated the staff cost component.” Despite council approving preparation of the necessary bylaw, bickering among the local politicans as to the actual wording to be listed on the referendum ballot almost killed the initiative. At the core of council's dilemma was whether to include the word “nuclear disarmament” or to phrase the ballot question “general disarmament.” “If you reduce nuclear weapons,” argued Alderman John Lakes, “then you're going to have a rush to build up conventional weapons.” “Conventional warfare is horrifying; 20 million people have been killed in con- ventional warfare since World War Il. This nuclear disarmament thing is very unrealistic. “You can't endorse mucicar disarmament without dealing with con- ventional weapons.” Meanwhile, Alderman Marilyn Baker pushed the other side of the issue and said: “It should be nuclear armament reduction. Yet even worse, Alder- man Peter Powell criticized the proponents of nuclear arms reduction and said those doing “the biggest yelling have obviously never been at the sharp end.” He said that because of the atomic bomb incident during World War IT many people enjoy the freedoms granted by Western society. “Tm alive because of the atomic bomb,” he said. Alderman Ernie Crist, however, took the entire referendum issue to council’s task and intimated they all put their money where their conscience dictates. “Tm prepared to pledge $100 towards the referen- dum,” remarked Crist. And Bell followed by matching Crist’s challenge and said: “I will be making a personal contribution and urge residents to do the same.” It is through such donations _ that Operation Dismantle hopes to raise the funds necessary to hold the referendum.
