PS mailbox ee How to appeal assessments Dear Editor: Because of enquiries made to our committee in the past few days regarding assessment notices and the meaning of such terms as “actual value” and “assessed value’, and also the lack of information regarding the appeal process, may we offer your readers the following information. “Actual value” of property, shown on the left hand side of the assessment notice, is the actual evaluation made by the assessment department, which, according to the Assessment Act would be comparable to market value. “Assessed value” shown in the bottom right hand comer, one for municipal taxation purposes and the other for school taxation purposes.” Both are flower than the “actual value’. Therefore, in comparing your last year’s figures with this years, be sure to Compare “actual value” figures if you want to know by how much your property has increased in value. If you feel it is too high you can appeal, but make sure you Say that you are apepaling Emerald Park Lodge defended Dear Editor: I was very concerned with the blatant mistakes in Mr. Gary Anderson's letter to North Van City published December 20. If he had gone to the concern of a little research on the building, his letter would not have been necessary at all and I scold the News also for publishing such damaging and erroneous errors. First of all, I must com- pliment the City for the marvellous restoration that has been done on Emerald Park Lodge. If you haven't seen it lately, go by and marvel at this beautiful old home situated in a com- pletely refurbished park named Hammersly, and at what will become the North Shore’s finest restaurant, Emerald Park Restaurant. The first mistake in Mr. Anderson's letter is his referring to the clean lines of the rear. He is referring, of course, to the lack of style features but doesn't realize there have been two ad- ditions made to. ac- commodate two new fire stairwells as well as the original addition — giving a very cluttered and broken surface which is not too handsome, but necessary. He says the front is “a dog's breakfast”. If he knew anything about architecture or the history of _ this building, he would have found the house has been restored to its “original design and finish”, using the exact turn-of-the-century Victoria details it originally had and this is the handsome facade that is now restored and not the rear. The shingled walls are very typical of most Victonan houses and can be seen all over this continent. I agree the red chimney, which had to be painted is a little garish but the weather will tone it down. I too want to compliment the workers for the restoration to its original design and configuration, and look forward, as all the North Shore will do. to its finest restaurant, in the park, Emerald Park Restaurant. Your municipal council decides how much the assessed values will be for raising municipal taxes, and the provincial government sets the assessed value for school purposes. If you decide to appeal the actual value, send in a letter to the assessment office, Suite 210 - 255 West Ist Ave., North Vancouver by January 20. All appeals go to the Court of Revision, a three-man board which meets dumng February to hear appeals. You would be sent a notice notifying you of the time and place of the hearing. You may attend yourself, appoint someone to speak for you, or sendina written submission. If you want to compare your property values with others in your block or in any place in your district, this in- formation is available at the assessment office. Those who would like Blame school trustees Dear Editor: Thank you for giving some exposure to the exorbitant school taxation in West Vancouver. The govt. school financing formula is, or course, wrong and .discriminatory but the total charge to West Van- couver is a drop in the bucket when compared to the overall school budget. Let's put the blame where it really belongs the school trustees of West Vancouver. They alone approve the budget, are fully aware of the rapid and continued decline in school enrolment, fully realise that some of our schools are almost bare of students and do nothing to reduce the exceptionally high = ad- ministrative costs. Their thoughts of WV school separation are silly and they know it but it does serve as a useful smoke screen and a_ convenient diversion to mask their extravagant expenditures from the sleepy citizens of our small community Wakey, wakey, all of you out there!
