Recent figures from Statistics Canada show that the average, rate of unemployment for 15- to 24- year-olds in British Columbia in 1987 was over 18 per cent, while Quebee had the lowest at 9.8 per cent, , , In Greater Vancouver, these statistics translate into approx- imately 30,000 young people who are out of work and out of school. Bill Walters, program manager of YES Canada, a national ncun- profit organization whose purpose is to integrate young people into the workforce, says that there are both economic and demographic reasons for the high youth unemployment rate. 700% INCREASE “Since the mid-1960’s the actual number of young Canadians who are out of work has risen over 700 per cent,’’ said Walters. “The recession of the carly 1980s resulted in an increase in youth unemployment into the 20- per-cent range where it has stayed ever since. In slow economic periods youth are particularly vul- nerable due to their transitory labor force status, especially in the transition from school to work. Combine this with a school drop- out rate of around 40 per cent and we've got major problems,"’ he said. PROBLEM DEMOGRAPHIC The problem of youth unemployment is not expected to disappear with improvements in the economy.
