By BARRETT FISHER Nine-year resident Lynn Young wrote a letter to North Vancouver City Council, backed by a peti- tion of 22 signatures, saying she is a taxpaying resident and is outraged that she can not park in front of her own home for longer than two hours at a time. Young said she has receiv- ed many parking tickets over the past few years amoun- ting to hundreds of dollars, and she refuses to pay any more. Young was present at council Tuesday night, along with other residents of East 12th Street, to have council address the issue of two- hour parking, but council referred the issue to the next policy committee. Young recently got off paying four parking tickets after appealing to North Vancouver provincial court, but not because the tickets were ‘‘an infringement of her rights."" Rather, Justice of the Peace J.P. Taylor ruled that Young was not liable for the tickets because she had been ill with pneumonia at the time they were issued.
