By PAT RICH North Vancouver ‘District council’s television phone-in show got off to an agonizingly slow start’ Tuesday night but once the calls started the show rolled into high gear and lasted 30 minutes over the allotted one-hour time _ slot. Billed as the first of its kind in Canada and the brainchild of Mayor Don Bell, ‘District Town Meeting’ on Community 10 television invited members of the public to phone-in and ask questions of or express views to District council members. Four topics were on the agenda for discussion during the show and it was not until council was well into ex- plaining the third topic that the first phone call was received. MANY CALLS Until that time council members nervously tried to trouble keep conversation alive and the high point was one alderman accusing another of taking his water glass. But after the first call, regarding the District's recent acquisition of Delbrook School, a steady stream of calls kept council members busy. ‘ “Mayor Don Bell had some with the phone system and accidentally cut - off a few callers but by the end of the show he appeared to have matters under control. Topics discussed ranged from the size of council and,” the ward system, to future; uses of the Delbrook gym’ and the parking of recreational vehicles. CONTROVERSY By far the most con- troversial topic was the District bylaw prohibiting the parking of recreational vehicles on the front of a person's property, between November ft and April 31. Callers were unanimous in condemning the bylaw because they said it forced people without access to their backyards to park their eS recreation vehicles outside the - imunicipality. over the winter. | . After an hour and a half the show ran out of time and people were unable to call on other topics, as had been intended. Bell’ said that the next show, scheduled _ for February 24, would probably include fewer items on the agenda and more time for general topics. “This is a learning process for all of us,” he concluded. The title of the program is On The Line and will be a live phone-in to Mayor NV District community plan A community plan for the whole of North Vancouver District is now officially two years away from reality. Last week District council approved a motion “that a community plan covering the whole of the District of North Vancouver be prepares and presented to il for the purposes of cdobtion as an Official Plan.” Council also approved a timetable which calls for the plan to be completed by March, 1983. Mayor Don Bell and District aldermen congratulated the planning department on their work in preparing the synopsis of the steps necessary to complete an official community plan.
