WEST Vancouver District council approved two
municipal liquor licence changes May 23.

Miche-Traiteur, located at_ 1746 Marine Dr., applied tor a
Class B dining room liquor licence (beer, wine and liqueurs only).

The restaurant has been in operation since April and is open
from 8 a.m. to 7 p.m.

Council were satisfied that noise levels would not affect any
surrounding residents.

; Meanwhile the Black Tusk Pab at Park Royal South request-
ed a change of hours for its existing neighbourbood pub licence

The pub has asked that it be permitted to extend its daily clos-
ing time from 12 a.m. to | a.m.

General manager Nigel D°Souza said his establishment has
lost business to the nearby Keg restaurant, which has later open-
ing hours.

Coun. Bill Soprovich expressed some concern about noise
affecting the residents of Park Roval Towers, but Coun. John
Clark said that with The Keg, Jake and Elwoods, and Milestones
in the surrounding area, “I don’t think this w ould be adding that
much to the cacophony.”

Liquor licences are issued by the Liquor Control and
Licensing Branch in Victoria, but West Vancouver has a policy of
asking the LLCB not to issue or alter licences without recom-
mendations from council.

Inlet oil spill
yields charge

A Feb, 11 oil spill has
resulted in charges
against North
Vancouver-based
Neptune Bulk
Terminals.

The company was recently
charged, under section 35 (1)
of the Migratory — Birds
Convention Act, with the
deposit of canola oil into
Burrard Inlet. The inlet is tre-
quented by migratory birds.

Twenty-nwo birds perished
when a section of the piping
used for storage-vessel oil
transfers ruptured, leaking 26
metric tonnes of canola into
the water.

Neptune took full responsi-

bility for the cleanup, enlisting
Burrard Clean Operations Ltd.
to help soak up and dispose of
the oi slick and to rescue
wildlife in conjunction with the
SPCA anc Wildlife Rescue.

Weptune ships 60,000 to
100,000 tonnes of canola cach
year, primarily for the Asian
market.

This is the first time the
company has been charged
with an environmental offence.

Since the accident. the
company has relocated its oil
manifold system to an above-
ground location in an effort te
detect and contain any future
spills.

The maximum penalty for”
the offence is $100,000. Frid
Lederer, vice president of envi-
ronmental services for
Neprune, said that for legal rea-
sons he was unable to com-
ment on the charges.
