Society must soon
act to deal with a new
phenomenon that will
see more and more
children being raised
by people other than

their parents in the
future, says Dr. Ed-
ward Zigler, an in-

ternationally renowned
child care expert who
was a recent lecturer at

the University of
Victoria.

The changing © social
patterns of this decade

indicate that 75 per cent of
women with children will
soon be working outside the
home, and for the first time
ever, children will spend
more time in the care of
other people than they do
with their own parents.

This factor coupled with a
still-rising divorce rate

creating many more single
parent families means that
society must act quickly to
develop social forms and
programs that can provide
quality child care at
reasonable costs.

Zigker called as well for
industry and business to
consider innovative
programs that would set the
workday for women with
children at the same length
as the schoolday, give more
allowances for time off for
women when their children
become sick, and other
adjustments that would
make the combined life of
worker and parent possible .

Zigler developed a
number of programs to deal
with the apparent conflict
between cost and quality
during his term as Director
of the Office of © Child
Development with the US
Department of Health.

Education and Welfare. The
Major imnovation was the
development of a category
of specially trained childcare
workers designated as Child
Development Associates .

The program has now
been in effect for about eight
years in the U.S., and Zigler
indicates that it is working
well “both in terms of cost
effectiveness and quality”.
But Zigler is quick to point
out that the CDA program
does not solve all the
problems thal are beginning
to show up.

public education is

the parent must also learn to
work with the childcare
worker effectively, realizing
that the care worker is

Zigler is critical of
programs that attempt to
mix human = services for
adults with those for
children. saying that
children do not get their fair
share of the
resources

that sees people being
trained tor jobs looking after
other peoples children so
that (hey could in Cur go out
and find jobs, Zigler in
dicated that it was umique in
human history

psychology at Yate
University’s Child Study
Centre.
