The latest example is the reportedly lewd rejection by a North Van _ Teachers Association representative of a plea by North Van School Board for the Association to return to the bargaining table in hopes of reducing a 5.5% arbitration award. The Board made its appeal in face of a $2.2 -} million budget deficit which could mean upward of 60 teacher layoffs by September. The Board's dilemma is. caused, of course, by the provincial government's tough restraint program which puts the trustees between a rock and a hard place. Short of persuading Victoria to ease the restraints, the sole choice left to them is between pay increase rollbacks and layoffs. + The likelihood of any change of heart by Victoria at this point is virtually zero. There is widespread evidence that the general public fully endorses the restraint policy applied to public sector employees, particularly in view of the 17% increase won by the teachers last year. Moreover, a number of individual North Van teachers have phoned to tell us they have not yet voted on a response by their Association to the School Board's plea. In that case the NVTA representatjve's verbal equivalent of the famous Trudeau one-finger gesture ranks as an insult to the teachers themselves, let alone to the educational standards the NIFVA claims to defend. Atl a time when many businesses are fighting to sutvive, such additional taxes on employers can result in further layoffs and even bankruptcy. * Consumers should resolve they will do more small business training for managers and lending of- ficers. ® Former Finance Mimster Allan MacEachen, who introduced a budget so devastating to smaller firms that mueh of it has been reversed, should resolve that he wil no longer be a secretive loner. MacEachen failed to consult his cabinet or Liberal caucus colleagues before he presented the document.
