While the harbor master arranges for “cleared narrows” for the passage of the LPG tanker, the report goes on: “No special arrangement is made before, in between or after First and Second Narrows.” It recommends that all vessels carrying hazardous cargoes be required to have , that the LPG tanker only be allowed to move during the harbor’s least busy umes, with clear passage throughout the entire harbor for this tanker and the chlorine barge, with a strict monitoring of air traffic in the harbor. Looking at road travel, the task force states that while acids and petroleum derivauves are among the many matenals shipped in trucks on the North Shore the most serious hazard ts in the shipping of one-ton chlonne drums by truck. li recommends that there should be no movement of such loads without pnor clearance of the municipality. “Of all types of accidents involving hazardous Materials,” say the task force, “the frequency of accidents on roadways is higher than for rail or marine transportation.” SUBSTANDARD “Upkeep of road vehicles generally is below the Standards maintained by marine and rail vehicles according to recent reports by the Motor Vehicles Branch. “Standards of training for vehicle operators - in handling of hazardous chemicals are haphazard and in many Cases non-existent.” Turning to Hooker Chemicats, the task force encourages that the plant should be restrained from further expansion, that its facilities should be further upgraded and that a storage tank which does not meet earthquade = specifications should be removed rather than upgraded. It also encourages further decentralization of the chlorine’ industry whereby smaller manufacturing plants are being opened adjacent to pulpmills using the chemical and the task force favors the creation of “industrial parks”.
