Supreme Court with regard to the sign- ing of the Foreshore Lease? At my age, | will not benefit personally; however, my ac- tion will be beneficial to future generations of West Vancouver citizens. As a resident of West Van- couver for the past 38 years, | have closely followed the controversial issue of the Foreshore Lease. This Lease was initially approved last December by a Council who admit they had never even read it before approving it. After almost one year of in- tense debate bétween myself and other concerned citizens, we find our Municipality has greatly improved the form of the existing Lease but there are sull grave and pervasive errors in this Lease which will produce unfortunate results for all West Vancouver citizens. In my opinion and in the opinion of community professionals who, with me, have studied the defects of the Lease for months, if the present document is allowed to go unchallenged all sub- sequent Foreshore agreements would be legally questionable and could cost West Vancouver taxpayers millions of dollars. The West Vancouver Police Department operates under the control of a Police Board composed of four ap- pointees and the Mayor who acts as Chairman. Our police force has developed into one of the finest departments as judged by tndependent = standards adopted nationwide for judg- ing effectiveness of law en- forcement agencies But this tells only part of the storv. Untold ts the par- ticipation of the Department in High School programmes, crime prevention seminars 1n- the business community, voluntary assistance in youth activiues and many other private deeds. When one of its members was seriously injured in a bottle throwing tncident, there was no violent reaction. When one of 1s members was wounded in the Park Royal hold-up, there was no change in response procedures.
