2 -~ Sunday, February 7, 1993 - North Shore News Enforcement of regulations difficult From page 1 @ during one period of 37 patrol days he found violations on 19 of those days; @ the enforcement officer check- ed 124 people and laid 72 charges; @ he checked 425 crabs caught and found that 376 (76%) of them measured under the allowable size; @on average, the fishermen checked had 5.9 crabs in their possession. “This can’t carry on,’’ Camp- bell said. Next year when crab fishermen pick up a licence they’il be pro- vided with a copy of the DFO regulations pertaining to the fish- ery. The tidal waters sports fishing’ guide provides a description of harvest limits and harvesting prac- tices. “The crab fishermen in the Lower Mainland who are not in possession of a tidal waters sports fishing licence ... use this for an excuse for not familiarizing themselves with the regulations,’’ Campbell said. In one extreme case of abuse last year, a police roadblock on Dollarton Highway resulted in the confiscation of 600 crabs from a group of people fishing off Cates Park dock. “Their vehicle. and the crabs were confiscated, but they pleaded ignorance,’’ Campbell said. The FRCFAB also recommend- ed that the DFO allow only recre- ational crab fishing in the area. “The commercial fisherman comes right around Cates Park dock. He lays out his traps, and he’s just going to draw all those legal size crabs. right in there. Which means that there’s going to be'a lot of undersized around the dock area and this is where the (recreational) people come by and pick up these crabs,’’ Campbell said, The DFO has accepted the rec- reational licensing requirement, but supports the commercial fish- ery. Meanwhile, enforcement of ex- isting regulations is difficult. Campbell said the fisheries patrolling officer responsible for the North Shore must cover a ter- ritory that includes Point Grey to Belcarra and Port’ Moody to Horseshoe Bay. | “Occasionally he gets help from some people, but this is something that has to be policed 24 hours a day. More and more the RCMP are getting involved because some cases have been just so blatant, he added. Anyone witnessing the over- harvesting of crab can call 666- 3500 or local police. Campbell advises people to observe, record and report. Public Hearing A Public Hearing will be held on MONDAY, FEBRUARY 35, 1993 at 7:30 p.m., in the Council .
