Decision deferred

A DECISION on_ whether
another private developer
will be permitted tq’ change
phasing in North Vancouver
District’s Seymour develop-
ment has been deferred.

Mayor Marilyn Baker
called for the deferralMon-
day, saying she would prefer
to have a full council vote on
an issue which traditionally
results in close votes. Ald.
Jim Ball.was absent from
Monday’s Council meeting.

Speaking to the motion,
Ald. Mary Segal told Coun-
cil that since the Seymour
Phasing policy -was_ re-af-
firmed a year ago

adopted by Council on Oc-
tober 26, 1983 — that Coun-
cil should ‘‘not tinker’’ with
the phasing. She added the
decision on June 25, 1984, to
permit the change in phasing
for fRhillips Developments
from 1A to IB “‘‘set a dan-
gerous precedent."’

Since the Phillips decision,
officials of Seymour
Parkway Estates have re-
quested a rescheduling of its
development to Phase ILA,
while Zocalo Consultants
have also requested its
client’s Lumberland Proper-
ty be rescheduled from 1B to
1A.

The change in phasing

would allow the developers
to move up their develop-
ment dates to an_ earlier
ume.

Ald. Joan Gadsby said she
agreed with the deferral mo-
tion not because of Ball’s
absence, but because the
report supplied by District
staff on the controversy did
not lay out any specific time
frames regarding develop-
ment of the Seymour proper-
ties.

The report states that due
to ‘‘unpredictable market
conditions no specific dates
can be assigned at this time,
only the sequence of
development.’’
