pub still on hold DOUBTS about the accuracy and validity of a plebiscite for a lower Lonsdale pub forced North Van- couver City council to postpone any zoning changes until provincial approval is granted. The plebiscite asked residents in the area bor- dered by Mahon Avenue, Keith Road and St. David's Avenue whether they ap- proved the establishment of a neighbourhood pub at 175 East First Street. N. Van COUNCIL has given the go- ahead to a $375,000 lighting improvement project in North Vancouver City. The cost will be split between the City and local residents in “Priority Area No. 2”, otherwise known as lower North Vancouver. The approval was given despite written opposition from J.W. Black of North Shore Realty. In a letter to council, Black said the project area “had gotten along for many years without these improvements”. “In a time of restraint, may I respectfully request that this project be put off until the financial climate improves?” the letter read. Alderman Ralph Hall accused other council members of being against the pub. “If the plebiscite had been 100 per cent against there would have been a lot of happy people around here,” he said. - Replied Mayor Loucks: _ “This council has been split on which way we want to go. “But a public opinion poll should be carried out in a proper and legal manner.” Council will await a ruling from the Liguor Control Branch on the validity of the plebiscite before proceeding with any zoning changes. Council also ruled that the pub owners must provide detailed landscape plans of parking layout and loading facilities before a public, hearing will be scheduled on the matter. City lights up in the long run by installing street lighting now rather than waiting for a few years, especially since the City has already budgeted for the costs involved. Alderman Stella Jo Dean also felt better lighted streets would serve as a deterrent to crime. “With so much unem- ployment we will have more thefts and B&E’s, she told council. “The lighting will help prevent this, as well as rapes.” Alderman Bill Sorenson sympathized with Black, but supported the majority decision, saying. ‘‘We shouldn't postpone things to the point where we have a crisis and no moncy to deal with it.” Areas to be improved include: 2nd St., 3rd St., Sth and 6th St., from Forbes Ave. to Mahon Ave., Keith Rd. from Bewicke Ave. to St. Davids Ave., 8th St. from 13th St. to St. Andrews Ave., 9th St., 10th St. and 12th St. from 8th St. to St. Andrews Ave., 13th St. from Mahon Ave. to St. Andrews Ave; Jones Ave. and St. Davids Ave., from 6th St. to Keith Rd., Forbes Ave. from 2nd St. to Keith Rd. and Mahon Ave., Chesterficld Ave., St. Georges Ave. and St. Andrews Ave. from 6th St. to 13th St. Streets in the arca cast of St. Georges Ave. from 10th St. to Keith Rd. will not be included in the project.
