By CHRIS LLOYD TAXPAYERS’ WATCHDOG Betty Griffin feels confident she is already well on the way to scoring a victory in her campaign to get a fairer deal for residential tax payers in North Vancouver District. True, she puts her odds of winning her appeal against the tax assessments of three major local industries, which she mains are undertaxed at the expense of homeowners, as not better than 50-50. But whatever the findings of the board which heard her appeal Wednesday, she thinks public opinion has been whipped up enough by her actions that the politicians may well be ‘forced to reconsider methods of assessing in- dustnal properties. She says of her unique appeal and the publicity it has generated: “There is a great deal of interest in it now by a lot of people who have also been hit by the terrible concern of house prices and interest rates and— I would suggest there will be a grand and _ glorious uproar.” Mrs. Griffin's greatest objection to the assessment system is that homeowners have their properties assessed supposedly at market value, which is ever _ made a increasing while industrial properties are assessed at a fraction of their trie market value. es To illustrate her point, she test case by protesting the assessments of Canadian (Hooker Chemical) ERCO and Mohawk Oils. . . She pointed out to Wednesday's appeal board that the Real Estate Trends for Metropolitan Vancouver lists industrial properties jn North Van District as having market values of $18-25 per square foot. However, the values assessed for the Hooker property are $3.26 and $3.12 a square foot, while they are $2.82 for ERCO and $4 for Mohawk. Occidental ‘BETTY GRIFFIN -" Mrs. Griffin says she will be reappearing before : District council in the future to make another ‘representation on the option it chas* chosen as framework. for tax assessments, in an attempt to get it to switch from its present choice of Option D - which she insists is the most punitive to homeowners. And though she does not care to make any predictions about which way -her appeal will go, she thinks the public awareness generated will do more for her campaign than the result of her appeal. re “We may not win all the battles,” she concedes. “but by God the war sure will be won.” Neighbors’ anger delays highrise No development permit will be issued to Bay Beach Towers for construction of a 20 storey, 56 suite highrise before West Van- couver municipal staff researches the proposed development further. The municipality has received several letters from residents expressing outrage at the prospect of losing their views because of the proposed development at 2203/31 Bellevue. One says “You apparently have no planning depart- ment or, if you do, they have the mentality of two-year Sapphires and Diamonds any attire Let us show you our coliection of rings, pendant, earrings and bracelets olds.” Another resident called the development a ‘monster’ and in a letter, asked “What does council stand to gain from this decision? Is the revenue from a highrise so. much greater than a lowrise? Do we need the extra traffic problems? What happens to the view presently enjoyed by surrounding residents?” A third letter suggested that “the continued erosion of views must have a negative impact of the value of single family homes in the neighbourhood.” and asked “Why must many suffer a loss of value so that a few can reap large profits?” Council had a_ few questions of its own to ask Tae Bo OEY or just Sapphires are all specially priced this month at 25% off. Fire prevention measures, accessibility of the property to fire fighting equipment, and parking were all discussed. “Nothing in the fabric of the building would be combustible” said Lort.
