In a June 19 News story
chronicling the seeping threat to
the environment from the rotting
RUSTs, Pau! Ross, project officer
for the RUST program, estimated
that 80 per cent of the 50,000
RUSTs buried around the Lower
Mainland were abandoned.

Shore tanks threaten environment

statistics puts the number of North
Shore RUSTs at approximately
5,000. In 1987, Ross’s department
received 15 RUST-related pollution
reports from West Vancouver
alone.

Following publication of the
June 19 article and a subsequent
July 6 News article, Environment
Canada received over 200 tele-
phone calls from concerned North
Shore residents.

From those calls, 126 tanks were
selected for the RUST investiga-
tion.

average fuel and water volumes per
RUST were 304 and 363 litres,
respectively. And more than $45
litres of fuel per tank was found in
20 per cent of the tanks tested.

In addition, 40 per cent of the
sampled tanks were found to be
deteriorating.

Ross said several RUSTs con-
tained 1,000 litres of fuel or more
and were in areas that had sensitive
receiving environments, such as
nearby creeks or waterfront, that
would be the direct recipients of

In all, over 38,000 titres of fuel
were found in the 126 abandoned
North Shore RUSTs.

Though instituting regulations
for RUST drainage and removal is
outside Environment Canada’s
authority, Beech said his depart-
ment will, through publicity and
other means, continue to raise the
profile of the issue and encourage
residents and local governments to
address the problem.

To that end, he said, the RUST
report will be published and
distributed, and Environment
Canada will meet with the Greater

drained before demolition permits
are issued for developers construc-
ting new homes on old properties.

Various Lower Mainland com-
panies will remove oil from tanks
for between $80 and $100 and will
give rebates to customers on oil
removed if it is judged to be reus-
able.

Empty tanks should also be
refilled with sand.
