There are sev- eral reasons. [f can generate significant revenue for the district at a time when rev- enue from other sources is disappearing. And it helps stu- dents from other countries further their own education while improving — their understanding of Canada, This can have even greater spin-offs in improved inter- national relations and trade in the future.” Pat Heal, North Vancouver District school trustee candidate: “Revenue from the govern- ment is not going to increase. We need to look at other revenue generating sources. Foreign students are an example of another revenue source. I have no problem with the program, as long as these students are not displacing local students in their neighborhood schools. These students must be able to speak English and be high-per- forming individuals so as not to place a burden on our already over-stressed system.” Garth McSween, North Vancouver District school trustee candidate: “The education nceds of our citizens and resident students must come first. There are many possible avenues to sourcing funds, as Ihave learned through - My many activities in our community. From recent press articles it may be inferred or appear that some of the foreign students enrolling in our schools are now seeking local guardian- ships in order to receive free education. Whether or not this is true, it does illustrate a potential for abuse of the system. Asa first step to climinat- ing this potential develop- ment, T would ensure that the school district’s focus is firsts on the needs of the avi ha nis a ho local populace. T would see it as my duty to resolve any issue that gets in the way of our children receiving qual- ity education in a safe envi- ronment. I would liaise with all levels of government, school district: teachers and staffand any other interest- ed members of the commu- nity in working to seek to prevent abuse of our educa- tional system.” ‘Guy Heywood, Norta Vancouver District school trustee candidate: “If we can provide education to foreign students for a fee that covers the costs and makes a contribution to the district, why would we not do it? Under the Public Trustee this initiative has been revived. The current annual fee of | $12,000 may be a revenue generator but an increase in admissions any dramatically shift the focus away trom our own students. We ‘shouldn't be risking our own children’s access to education for the sake of additional revenue. If we have available classroom space then the trustees should consult with the community regarding the program’s expansion. It has increased awareness of the cultural similarities and differences, and has provided our stu- dents with a more global perspective. The board pre- sercens all foreign students in terms of their academic ° achievements and English speaking abilities, and the parents are interviewed by our own staff before being admitted to the district.
